| You probably set your resolution to something more than the screen can handle at your current hz, restart, hold f10 or f8, choose safe-mode and change the hz.

Thank you |
-> Restart your computer
-> Prompt into safe mode (F8, F10, or whatever yours is)
-> Choose Safe-Mode
-> Everything should appear perfectly fine (Including your Desktop, etc)
-> Right-click your Desktop
-> Click 'Properties'
-> A window should pop-up
-> Click the 'Settings' tab
-> Click 'Advanced'
-> Click the 'Monitor' tab
-> Look below at 'Monitor Settings'
-> You should see 'Screen refresh rate'
-> Lower the Refresh Rate HZ
-> Click 'Apply'
-> Click 'OK'
-> Close all unnecessary open windows
-> Restart/Shutdown your computer
-> Boot normally (don't go into SafeMode)
-> Log in your Windows Account
-> Everything should be fine now
Hope I helped and gave you a better understanding on how to do this ...
