Technically yes...

Is it much harder? Definetly...

May it cost more than buying one? Possibly...

Building a laptop wouldn't be easy... or probable... Especially if your someone who needs help picking out parts.

Yes, it is possible. You can configure a notebook here, or you can buy a barebone laptop and buy the rest of the parts from Newegg or another retailer.
