Oh, this is a commen question. Usualy, doing this is mistaken for a very hard and time consuming operation. It really isn't. Let me explain.
Unplug your internet and call your provider. Tell them that you don't want their internet anymore and make sure they disconnect you. Now, go to another (or the same) provider and buy a new internet connection. How simple can you get?
Oh, and just in case you want a helpfull anwser: Use a proxy. _________________

Depending o0n your ISP, you could have a dynamic IP (which could change every time you restart the modem, or at set intervals like once a month). If your IP is static, you could try calling your ISP and requesting a new IP (its doubtable to work) or do what Glest said. _________________

right, if you have a dynamic IP you can just skip everything I said. You can keep your old connection And you don't need a proxy either.
You probably have a modem. Find it, and shut it down. Wait about 10 sec (dunno why) and restart it.
(actually my IP adress changed everythime my PC reconnected to the internet. Got a static now ) _________________

We all have dynamic IP's while on the internet since they are set by our ISP's DHCP server. They can be changed, its just a little different thats all. You'd need to power off your modem and maybe PC for 2 minutes to let the ARP table clear itself so then your IP address is no longer reserved on the ISP's network. Static IP's are those you set yourself in your TCP/IP connection settings where you "specify the IP address manually". That might ring a bell to some of you.
If you are a dial-up user this should be no problem at all, just disconnect. Just find your network settings, find your connection, right click it and disable/disconnect.
If you'd like to use a proxy server, it all depends what you want to use it for. If you want it to surf on the net with a different IP, then you need a HTTP proxy which may run on port 80, 8080, 3128 (most common). You can probably find proxy addresses on Google. A good program to download, if its still alive, is Proxy Chain.
Anyway, to set the proxy, if you are on Internet Explorer, click "Tools", "Internet Options", click on the "Connections" tab, "LAN Settings..."
"Use a proxy server" should be the only one ticked, fill out the address and port and You're all set.
If you are on Firefox, click "Tools", "Options", "General", "Connection Settings", select "Manual proxy configuration" and fill out the info.
