I personally only use Notepad for HTML / PHP (Sometimes Notepad++ if I'm in a color mood..) I never liked the full blown editors for it. Like DreamWeaver, seemed to cause more hassle then help.

HTMLKit/HTML-Kit/HTML Kit/something was the one when I used to mess with larger websites. For smaller.. I just wrote a ~20 line one with Vim.

If I write a short script I just use Notepad, but for others I use phpDesigner. It has syntax colouring for HTML, PHP, CSS, XML, SQL, Javascript, VBScript, Java, Perl, C#, Python and Ruby.
Wow, that's actually more than I thought.
