Google found this fairly easily.
From what I see on various sites, you are missing the system path in your PATH environment variable of the system itself.
You can fix this by doing the following:
1. Open My Computer
2. Goto Control Panel
3. Open 'System'
4. Click the advanced tab.
5. Click the 'Environment Variables' button.
6. On the bottom part of the new window, you should see an area labeled 'System Variables'.
Scroll down in that box until you see a variable named 'PATH'.
Click it, then click edit.
EDIT WITH CAUTION!
You need to add to this line DO NOT REMOVE ANYTHING ALREADY THERE! At the end of the line, add the following:
C:\windows\system32
Be sure to put a ; (semi-colon) before it if there is not one already at the end of the line.
Then click ok on all the boxes to save the changes. You may need to restart your computer for it to fully work.
