Hey, I wanted to set up static IP.
but I have some prob, where do I get a "DNS Server" Ip?
I seen this:
http://www.portforward.com/networking/static-xp.htm
Is there any ways to get it without Calling the ISP?

I am not understanding... DNS = www.google.com... IP = 64.233.187.99 Same thing, but the DNS makes it easier...
So what do you want again? A Domain Name Service/Server/System? or an IP address ( if you dont know yours google "My IP address")?
It is apprent to me you want to find your IP:

probally he want a domain name( usually the .com need pay)
u might try for no-ip.com, provide you dynamic ip.
btw, who know how to build a domain name server?? i do have interest in create 1 but duno how.. any hints??

Please click on Start > Run > Type in "cmd" > Press the enter key
At the DOS prompt type in the following command:
ipconfig /all
This will display the DNS server(s), and other information related to Windows networking, hope I helped and good luck ...
