Im using fraps 2.9.4 which is the current version at the moment.
Ive set the hotkeys for movie to F1 and Imagescreen shooting F2.

F1 , Nothing happens
F2 , Nothing happens.

Why isnt it not doing anything o.o

Hmm, I'm not sure, when i used it, when i recorded part of a video, the image was just white with no sound.

So I'm unsure. Try reinstalling it and leaving the default hot keys on.

Ahh okay thanks..

Of topic- Any suggestions for one that can get clips from a dvd?

On Topic- Best bet to reinstall.

Correct. Also works with WMP.

You could try 'My Screen Recorder' or 'Hypercam' if you are trying to record other than games.
