my pc always runs nod 32 and zonealarm but my pc was laging so i restarted. and i cant run any programs not even CMD! it says " windows cant access device,path, file. you may not have appropriate permission to access the item" and it wont let me open regedit. plz help. btw im on my psp

Look at the local security policy, and make sure you have regedit.exe & cmd.exe.

where do i find that at? i cant open any .exe or most services

Open up the Control Panel -> Administrative Tools -> Local Security Policy. Under additional rules make sure there isn't any rules using just a wildcard.
