I heard that some hacking websites are beggining to block-out canadian traffic, is CE.org planning on doing the same thing. And why are they blocking canadian Users?

No, not currently planning on blocking canadian traffic
Also no idea why in the first place. As long as they post in english and don't act like retards there's no need. (If I where to block some countries, it'd be Brazilians first, they usually don't speak one word english, or use a horrible translator)
