Alright, having been through and seen many relationships of this sort, I can give my honest opinion.
Dating someone younger than you is a personal choice. There are no set ethical rules on dating a younger girl.
I'm seventeen, dating a girl two years younger than I, but it's no problem. Even her parents know. ( The only thing they dislike is the fact that I too, am female. This causes a bit of fuss at times. )
But, here's the thing. The girl you explain doesn't seem to be interested in a relationship. But, the way you explained how you met is extremely fuzzy.
I think you should lay off a bit. Search for a girl who's more interested in you. Find a girl who reacts to you in a manner that shows she enjoys your presence. But, don't take it too fast. The worst thing for a relationship is going too fast. Especially young relationships.
The problem is, most young relationships die fast because one or both members of the relationship lose interest. If you take it slow, one step at a time, and treat her right, then she won't lose interest so fast.
Of course, this is some hard advice to take. Most minors, even myself, quickly rush into a relationship on accident. They feel "the time is right", but though it feels right, it might not be. Just because you can get close, and feel a form of intimacy doesn't mean it's time to hit "second"..
So, if you 'do' want to go after her, let her friends know what your intentions are. If you really do intend just to find love, then let them know that you're there because you enjoy her presence and want to get to know her better.
If her friends are all female, just talk to them honestly. Us girls aren't as hard to talk to as guys suggest. Guys just need to be gentle.

| When you past the teenage, ages wont matter alot... but no, 1-3 years differences are fine.

Well it could be that your friend already have turned 18, and she is turning 16.

when you grow up.
You're still young.
Also, you seem a little of emotional and/or romantic,
though, don't push her too much around talking about the
"future" with her.
That makes girls suffocate and they might leave you for that.
