Hmm. peculiar. Maybe Windows firewall or any other firewall is scanning each file going through.. doubt it though..
But a firewall MAY be your problem.

True, however i am running vista business 32 bit and with 40 seeders i can get 600kb/s..
What are you downloading? how many seeders does it have?

Maybe all your seeders are like.. useless or something

did anyone not patch the number of half open TCP ports and disable IPSec, DLTC and ICS services?
maybe nobody did... maybe everyone took those tweaks for granted.. not sure. will leave the tip here.

Port forward and disable ALL firewalls. Eset SS blocks my downloads to 10kb/s.

Google up some tutorials on how to tweak utorrent and how to calculate max openings/max upload/downloads etc.

Then how come others who uses Vista with UTorrent are able to get way beyond the 10KB/s limit?
The problem does not lie with the OS, but with the user.
Try port fowarding and if you don't have Vista Service Pack 1, install it.

SP1 did fix alot of crap tbh.
And I run a firewall along with uTorrent, and I still manage to pull off 1mb/s+.
Try opening a different set of ports.
It may not sound logical, but it has worked with me in the past.

Look at the peers list, you're probably just not connecting to anyone useful.
If you used a real torrent site where you actually have to share, you'd probably be going much faster
