I have decided to learn html, javascript and php. I'm getting reasonably far into html bu I have found althought I understand all of it I dont really remember it. Do you guys tend to remember it all or do you still look things up?
Also are there any other languages I should learn that would help me?

CSS.
I would recommend you learn that because it is better than HTML in some ways.

My order of things are HTML > CSS > Java > php. Do you think that is the best order?

Java =/= Javascript if that's what you're thinking.
HTML is old, let me say that first.
It's a large coding language like any other, but nobody utilities it to its full capacity anymore because it's old.
You won't need to make tables or spreadsheets or style your page in HTML because now there's CSS and JS, so you only need to learn the basics of HTML, like your meta info, and other languages for everything else.
So CSS and JS are good for making a page look good and have interactivity, PHP is good for making the page do things like communicate with servers and other pages.
If you want to build a robust website, you'll need basic HTML, moderate CSS, and extensive PHP knowledge, at least.

php is the main thing I want to learn but looking around it is suggested that you know html and javascript. Would I be able to learn php straight off or would i have a lot of trouble.
I have been using this website;
http://www.w3schools.com/
And for HTML I have gotten down to frames. What do you recomend I miss out?

For HTML, the only thing I really use is divs, lists, and forms. So don't expect to utilize it all.
What I find easiest to do when learning a language, is setting a goal and creating a project. What most people do when they're just starting PHP and stuff, is create a login/registration page. You should try doing something like that. And don't forget to Google stuff you don't know, Google is your friend.
And if you see something you'd like to copy/pasta, instead, try re-typing it. You'll grasp the syntax quicker.

Yeah if you've mastered meta data and frames you've got all the html you need, you can move on to php.

Javascript is really only used to enhance user interface, you don't need it.
I can hook you up with an unlimited ftp plan if you want.

I know a bunch of html, but I still find myself looking things up from time to time. No worries on that. You can't remember everything.

Yeah, thats a smart thing to do. I don't have a domain name yet on my site cause I am not 100% done with learning it.
And also, I recommend learning
HTML > CSS > PHP > Java.
