i was just wondering if there is anyway that i could hack into someones comp and disconnect there internet for like 10secs or maybe restart their comp while they are at the comp playing a game and with out them knowing its me...or knowing that they even got hacked

is this possible ?

Not with cheat engine. And notice the forum title Game hacking? Don't try hacking another persons computer, it's illegal.

he did it to me and i just want revenge and it was while playing a game

That doesn't change the fact that it's illegal, and you're in the wrong forums if you want to learn how to hack a computer.

ok then i change my wording is there anyway to make it so that i can disconnect someones game while they are playing?

And that brings us back to 'not without hacking his computer', or being in the room with him and disconnecting his pc.
