I looked up as many help articles as I could on this, forum posts, etc. but there hasn't been anything I've seen yet. The only thing that could qualify is the AI overview which says Cheat Engine doesn't support SWF files, but that contradicts what I saw in this Reddit thread: (gives info on how to use Cheat Engine with Flash games):

How do I open SWF or FLA files into Cheat Engine? Is it even possible?
