On its own, "blah blah blah" is used when someone is unnecessarily talking a lot. For example: a long speech that isn't important can be summarized as "blah blah blah".
In this case, it fills the place where the user is expected to write down what the script does. Many other things can fill the same role:
"This script does ..."
"This script does <description>"
