Not sure either. Likely something like highlight.

I don't think it's used in Cheat Engine though

clHotLight is a system color defined in the VCL, should be 0x0066cc.
So seems to be a Delphi/Lazarus thing, and not a CE thing

I think AzukiMinaduki is right.
