I'd be interested in a cheat engine code for uncapping FPS on the PC version of a game called "The Saboteur". I think it should theoretically be possible since you can run the console version emulated on PC through Xenia or RPCS3 at an uncapped FPS. The physics seem to be correct in relation to driving a car and hitting objects.

GOG or Steam version of the game will be fine. I don't really know what I'm doing when it comes to finding codes, I did try, but all I found were some addresses relating to counting the FPS itself. I got those addresses by messing around with the speed hack.

I've edited the config file, and it ignores the FPS number, even if you set it to a number lower than 60.

In-game, it runs at 59.94 FPS or something similar, indicated some forced VSYNC. if you enable the speedhack on cheat engine and set it to 0.5, this FPS number goes slightly above 60 FPS.

You could use a programme called "special K" designed to work for 90% of games giving you more freedom to manipulate games' graphics including fps

This topic is very difficult for beginners to learn. So I don't think somebody can help you with achieving your goal at this point.

As far as I know, Special K doesn't require any memory location to change FPS since it interacts directly with APIs like DirectX, OpenGL and Vulkan.

I use it myself and it runs on most games with no issue. It saves the modifications you have done to this very game and every time you launch it, it loads the configurations you have done previously.

Tons of acquaintances use it never heard of someone saying you need to provide a memory location
