| i download cheat engine to my tablet but when i try connect it says "no connection with ceserver could be made. is it running on given ip?" please help how can i fix

rooting depends on your device. It's device specific
But if you don't want to root you can use adb
extract the apk from the device, use apktool to decode the apk, and then recode with with debuggable set
install it back to the device
then in adb shell execute
now somehow get the ceserver and the extenstions to the same folder as the app base. I find the sdcard often works as initial target. For newer android apk's you have to grant it explicit access to sdcard access /phone/android/data or /sdcard/android/data is recommended
windows:

adb push ceserverxxx /sdcard/Android/data
adb push extensionxxx.so /sdcard/Android/data
...

(or just copy them using the file browser to there)
android shell running with run-as <packagename>

cp /sdcard/Android/data/ceserverfiles .
|
and then just ./ceserver-xxxxx and it'll run
