What would be the easiest way to design an application that simply hosts links to files/ has images or such?

You want to create a program that stores links to files/images? If so you can use any that you like. It's a matter of designing the UI, perhaps a listbox or stringgrid that contains all the links, a button to copy/load/save links. Maybe even a text field for a search feature.

Does anyone know what language or tool to use to build a first GUI best in? Does anyone know about QT?

This is a really subjective question and will ultimately rely on what you prefer to program in, programming language-wise. There is no 'best'. It will come down to what you prefer, what you understand and what you need. Most languages that support any means of working with a UI system (be it built-in or via third-party libraries) will offer the basic needs for what you're requesting.

A better question would be, what programming languages do you know that you are comfortable working in?
