How do I cheat?

When I run the installer, it asks for language, then gets stuck on the little loading bar for about 5 minutes, then gets stuck on "downloading additional files" for another 5 minutes, then says it's finished without actually installing CE anywhere. No errors, no created files, nothing.

I disabled Windows AV/Firewall (as best I could, I'm not 100% sure I didn't miss something, but I haven't received any popups or notifications from it so I don't believe this is what's causing it), and don't have any other AV.


The setup-less download runs just fine, but the link on the website is outdated (it's version 7.2, but I need 7.3 for what I'm trying to do.)
