The engine a game is built on doesn't really matter.

If it's a flash game, it's using a flash player to run. It might be using an emulated flash player like ruffle.

If it's not a flash game (html5 / webgl), then it's not using flash.

You mean that *8+X value type? I don't know. That depends on the implementation of the flash player.

Decompiling the swf file will be exactly the same.
