Cheat Engine

I've tried to check as many previous posts for a similar situation, but so far, there haven't been any direct repeats, so, a new topic it is then.

I downloaded the 7.1 code directly from cheatengine.org. When I try and install it, it gets all the way to the "Other offers" area, with the Decline, Accept and Cancel buttons showing. There is never any content in the window itself. I click Decline and/or I click Accept. Nothing changes. The screen doesn't advance no matter what I do.

I have done this with the following, and without and all combinations:

BitDefender (my A/V package) is off
Windows Firewall is off
Do and Don't try and use IOBit Uninstaller to track installed package

I don't have any previous installs of the code that I'm aware of.
The package is signed properly.
I've tried using the /NOCANDY switch.
This is my first time to the site, so I don't have access to the no-frills installer.

Any insight/help you can throw my way would be greatly appreciated.

You're sure you don't have an raspberry/arduino ad-blocker on your network that filters the data?

Is windows defender turned off ?
