A:Yes, the download page also has a link to a download without an installer. You just have to make sure it's configured properly yourself

i went to the download page and read the paragraph about CE without an automated installer

i don't know how to make the folder CE writable and i don't know how to add execute access rights, if anyone could tell me how that'd be nice, thanks

Why not download the installer then? skip the offers.

You can google how to do both and there are in depth tuts with pictures. You don't really need to do that though unless you have an anal antivirus messing up folder permissions.
