Under Valve's own policy:
The VAC system reliably detects cheats using their cheat signatures. Any third-party modifications to a game designed to give one player an advantage over another is classified as a cheat or hack and will trigger a VAC ban. This includes [b]modifications to a game's core executable files and dynamic link libraries.

So you see, clearly, this is referring to a raw modification of the game files, rather than an injection to preexisting processes. Furthermore, many players play around and change colors/graphics of their games. That's basically what wall-hacking and aimbots are about. You are not really changing or hacking anything, it just makes it easier to view (Because normally the wall is always in the way and I have difficulty seeing through because of it).
Furthermore, see THIS part:

Clearly, this part only applies to "identifiable cheats". So if yours is not identifiable, then you know..
(PS won't actually work when appealing bans because their ToS allows them to terminate your account without reason at any given time, so gg)

I don't think they care that much about their wording if you cheat you will get VAC banned and then your life is over.
