What the C.E do in the application memory when we click twice on the address after Freeza him getting red arrow?

It allows you to either keep the address specified from decreasing, or increasing.

You dont understand me, I need to know what the cheat engine do in memory of the process when double-clicked on the address so appearing red arrow, which function it performs in the process.
