How do I cheat?

i cheated my game for infinite skills and perk points, but aparently there is a limit of 35 total points distributed between skills/perks/magics, anyone solved this issue?

It depends on how they where actually distributed. But finding the Limiter is a Hard one especially if the Limiter is already fixed or can't be evolved.

CE can't detect stiff/permanent unchanged values. I think.
