Yes, it does. While low in the chain, I am actually in a games industry and being in a QA position, these are terms we have to know before we even leave training. It may vary slightly from publisher to publisher, but from what I've seen and talking to QA testers from both Gearbox and Squarenix, these are the agreed upon definitions.

alpha : prototype that represents the game you are making to some extent, its used mostly to test mechanics and start mounting the whole project. Does not guarantee that the game will be like that and everything can change.
beta : almost finished game that represents the final product. Its used commonly as a way to mass debug a game. Let the users work with the developers to sort out bugs, make stress tests for the server and overall improve the finished product.

Don't really agree with this. There is a prototype stage you know. It comes even before pre-alpha. Then pre-alpha is when features are integrated. Late alpha all things are integrated but may not work. Once they all work, the project moves to beta where things get nitpicked for polish rather than functionality.
I'm not saying things can't be added during beta, I'm just saying that everything is a game's design document has to be present, testable, and working to an extent before moving to beta.
