when pointer scanning there is an option for max level offsets, is it better to have a higher number or lower number?

Higher will find more pointers so a bigger chance you get a working pointer, but will take exponentially longer

oh ok thanks, also I'm not sure which debugger to use because 1) I don't really know what they do. 2) Don't know the difference between them. 3) I get different address and offsets with each of them. A little insight please?

IMO you should generally use the kernel debugger.
I don't know any of the debuggers internals or implementation, but my experience shows that the kernel debugger has much easier time hiding itself from the debugged programs (and so you'll bypass protection).

In case you've tried the kernel debugger and you found that the application/game crashed (it most likely had protection) you can always restart Cheat Engine and choose another debugger. After all, you don't have to commit to one forever or anything like that.
