Cheat Engine

Greetings,
I'm about to make a mmorpg bot in c#. Its for game Lineage 2. I can do everything, inject into process, get health, target health, nickname, what I want..
But, I want to popup my form with some command that player write to chat, like //settings, and it will popup..

I just wanna know, if its possible to do with memory reading, and with cheat engine, if so, how can I find this address, and how to use it?

Next question, kinda offtopic -> Is it possible, to get some list of nearest monsters, that are targetable? Via memory reading, of course.

PS: You don't need to write " Use google", I found all the way to where I'm now, this point I just can't figure out alone.
