Yes, your GPU is still running if you just turn off the monitor.

Screen savers are only useful if you have an old school monitor.

I believe the only real way to turn it off is to hibernate/shut down your computer.

can't you tell windows to turn off the screen? Will this help?

Control Panel > Hardware and Sound > Power Options > Change Plan Settings > Turn off the display: 1 minute?

Only AMD gpu to my knowldge save power massively when the monitor is off, and thats only on the 7000 series. They will drop to only 20w usage or so.
