My mothers computer's having issues starting, and I do believe it's the power supply. Being the most techy guy in the whole house, Me and my mom agreed that it's time to get a "new" pc. The one she's been using has been a Frankenstein of my own creation, using parts up to 15 years to 8 years old. Seriously. It's good for what she uses it for, I guess. But why build a computer without making a little bit of an upgrade?
My budget is, however, restricted. My mom wants to just pay 50 dollars max, but I realize that it's too much of a restriction. So, I'll give her 80 bucks. The budget is around 130 bucks. Think it's possible?

I'm willing to reuse some of the components to save money, so here they are.
Emachine case- Tower ff? Not the best, but it's sturdy.
AMD 64 Athlon processor (2.2 GHz)
Old ass 3dfx voodoo video card from 1999 with no model name or number
Old hipro 300w psu
Seagate barracuda 80GB HDD
Some random scrap Disc drives
1GB DDR SDRAM, 400.0 MHz, PC3200, DIMM 184-pin
ATI Radeon Xpress 200 (RS482)
Blue- Would like to keep in order to save money, but not necessary
Green- Would love to upgrade
Red- Must change

I'm willing to go up to 150 dollars, but that's my MAX

So what can we do here, gentlemen? Many thanks in advance

Thats not remotely enough. This thing is so dated you may as well trash it and build from the ground up. All the things you listed as upgrade need something else to be upgraded. If you change cpu, you need a new motherboard. If you change motherboard you need new ram. If you change dvd drive you need a new motherboard (more than likely because I doubt that thing has sata). And then for all that you probably need a PSU. You will need to come up with a good 400 bucks to do anything.

I don't think you understand. I'm still going to be buying old components. I just don't need worse, old components. we practically just need equivalent power to a smartphone, really. I don't need to build her a gaming pc. and I AM building from scratch. I'm just recycling the case and hdd. please re read the op.

I don't think you understand. Buying out dated components can be more expensive than new ones. I read your OP and you aren't going to get anywhere. Prices of dated parts are higher than new ones. That and many parts become discontinued.

Your best bet is to just buy her another pre-built pc off ebay.

APU, so built in graphics.
You can reuse the case and HDD if it's sata, I think.
