perhaps if she had gotten it larger on her back where people would be able to clearly see it was a group of birds circling something, then it might be good.

but like that, no. would just look like crap from far away and i don't think she'll be taking her shirt off to show a tattoo off in public anyway.

if you're going to get a tattoo, at least get it in a semi-visible place. (something you can still cover up if you're applying for a job that doesnt allow visible tattoos)

Tattoos can be personal, and in this case it obviously is.
