Well if the module nostalex.dat is found in the exe region, the value will not change, so it will be static.

If I examined the CE source correctly, it works like this
[module+offset]

And your process is the same thing as the module in this case?

MsgBox(ReadLongPointer(003966A4, &HD0 + &HB0 + &H28 + &H8 + &H4C, 4))


Here is an example I found to explain it to you.
