I noticed when I went to turn on my desktop; it sounded like a fan was caught on something because it was making a grinding noise. Could this be dust? Or is it my heat sink fan? Should I be able to fix this my self or no?

Compressed air will move the dust out, shoot something that is safe to spray on electronics to oil up the ball bearning. CRC is decent, anything that is silicon based should be safe, make sure you read the label thoroughly before buying.
