And I wondered if anyone had some spare time to pick a nice pc of around 400 price range that can run games like TF2. Tell me if the price would have to be higher.

And exclude what you don't need.

I live in the Netherlands but yes, Euros are the currency.

I won't need a screen but I will need pretty much everything else.
Also, it can't be a build-your-self PC, it has to be pre-assembled.

Looked but can't find any (pre-build system for that price) with a graphics card that isn't an embedded gpu like intel GMA

pre-build machine, couldn't find one.
But you can get one of 400€ and then buy a 50€ graphics card and put it in manually

the Acer Desktop PC Veriton L480G E5400 comes closest from what I can quickly see

Seems pretty decent. And with a €50-60 video card it should do pretty good.

Generally, prebuilt computers come with power supplies that can only handle what's in the computer when you buy it.
what video card were you planning on getting?
because you might need a new psu

I have a 2.8GHz dual core processor, a cheapo ATI Radeon HD 4670, 2GB of RAM and 500GB HDD and I can run TF2 alright. Although I prefer to have a very large FPS to make it easier to play, so I run it on super duper low settings with an fps config. When I first go the card I ran it at about 40-60fps on full.
