I need to open a pay-pal account for moving some survey money (20 usd), but there is a 18 year limit, and i need a credit card. I have heard that is accepts those temporary gift cards, but does pay-pal check any info other than a valid card?

You can make an account with entirely fake info, but if you want to verify it (which you will need to do in order to move money around), you will need accurate information.
You can not verify your account with credit cards anymore, only bank accounts.

Alternatively, if you sign up for a Canadian account, you will have a spending limit and will be able to send and receive money, even if you use fake information.
