Then my speed plummeted back down to 100kb/s. Does this mean that my connection has the potential to do that speed?

If you recently stopped the download and resumed it, sometimes you'll still have the data on the computer and it'll go that fast.
at least that's what I think.

Naw it's when your computer burps and stops recording bytes per interval so once it starts working it throws all the unrecorded bytes into the next interval.
I can make my computer think it's getting 16mbps this way.
