You are suppose to reach your level cap which is 18 unless you end it quick or fail.

It didn't save anything as my laptop died, but in the match it said I was level 17. The other guy started at like level 5 and he was also at 17.

God you're dumb, You start at level 1 and max out at level 18. You have to level up EVERY match. There is however a summoner level which caps at level 30, It takes about 100 wins to get to level 30.
