Depends on the specific task, different languages are better for different things. Possibilities: C, C++, C#, Perl.
No formal programming education.

Perhaps you could code a threaded Perl script to send out the base64 encoded and encrypted data of a remote website from a server that will support SSL, FTP, etc. connections and work through a restrictive one-port network via a daisey-chain proxy using HTTPS/SOCKS5 whilst avoiding automated detection via ISP/proxy/government network filtering and ignore network hangup calls and etc., send false proxy flags/filter them out or edit them if possible? Oh, and support IPv6.
That would be super!
