I installed XP a week ago or so and XP can use the CD drive, however on Windows 7 it doesn't work. This problem existed before I installed XP.

Nope. Only thing I remember doing before this problem was changing the boot priority to my cd drive..

That wouldn't seem to cause a problem. Did you disable it via Hardware Manager?

I've also noticed I have a Floppy Disk thing.. I don't have any Floppy drives on this computer. Also the hidden removable device thing.
Also wondering why under device manager I have two things listed as 'cdrom device'. And for 'Device Status' it says it's working properly. ;\

If you suddenly have a floppy drive listed, somethings not right. Maybe your cd drive is detected as a floppy now.

Floppy drive will show up if you have it enabled in the bios.
And you actually have 2 Blu-Ray players?
Most likely those are virtual drives?

Go into disk management and post a picture of that as well as Device Manager with the CD-ROMs category expanded.

According to the 2 images provided, you have NO] physical DVD drives. Both of them are virtual devices.
If you don't mind, head over to XP and post the same images.
And other things to try out.
1. Try another port for the drive.
2. Go into bios and see if SATA is set to Enhanced/Native
3. this
Option 3 is usually for a corrupted DVD drive like with the Error code 39, but you can try that option out too.

Ever paperclipped it open, pop in any disc, close it, test if Windows reads the disc?

I know my drive works because I can still boot and install XP from it. I think this happened after I hit 'load optimized defaults' in BIOS. Also, I uninstalled XP, but if it would really help I can install XP again. Oh yeah and it's connected with an ide cable thing.

Also I've never enabled my floppy drive. I know nobody else in my house has either because I put a password for bios and no one else knows it.

Uhhhhh, no. I'm clueless no this one.
Edit: Also, I just checked to make sure. I CAN boot from a disc, I put in a Windows XP disc and it goes just fine, goes to windows setup and all. Only problem I have is that it isn't working in Windows.. ;\
