31 extra stats added to pokemon :0

decided at birth(or by selective breeding) and then as the pokemon levels, they will tend to have +0-31 more on a stat depending on their IV. (I'm not saying they gain 31 stats per level, i just mean that by lv100, they(a pokemon with 31IV on a stat) will have 31 more stat than a pokemon who had 0 on the same stat.
