Can anyone help with a problem with a computer and xbox live

Computer 1 is the "problem computer"
Computer 2 is another computer we have, that dosen't make me lag when i play on xbox live.

When there no computers on, the xbox live connection which is connected to the router by a cord has no problems with lag. It usually has the best connection out of all of my friends, but as soon as Computer 1 is turned on the connection gets horrible, and every game is laggy. If computer 2 is on i still have a perfect connection.

So...

It works when no computers are on, or just computer 2 is on.
It DOES NOT work when just computer 1 is on.

Explain? Solution?

Check the network stats on computer 1, there might be something hidden running on it (file-sharing virus) or you've just forgotten to turn off your torrents.

How to do? Also, this computer, computer #1, is running Win7 if that has any difference
