i recently heard there's someone is trying to steal my internet speed. Is there anyway that I can know whose trying to use/steal mine?
max speed = 60KB
avg speed = 30KB
current speed = 0KB~25KB
always i use the internet, it should be 50KB~60KB
but now its 0KB~25KB!

Maybe you have a virus or something. Run a scan.
Piggybacking your internet connection? Set a password for your network connection. And no, there's really no way to track your internet usage short of your ISP. Packet sniffing only works on the computer the software is installed on.

Wireless, I'm assuming. Your modem/router might show who's all connecting to it.
Also, you'll only download at the speed the host is uploading the crap to you, so it could be their fault.

No.
Host is who is sending you the data.
If they have an upload capped at 50kb/s, and your download is capped at 5000000000kb/s, you won't download faster than 50kb/s from them.

look at this
i ordered the 2nd package and it should be 100kb/s to 512kb/s. Why mine is below 100kb/s all the time?
My modem name is Aztech DSL600E
if its my modem capped at 60kb/s then help me choose a good modem which cap at 4MB/s

All the speeds are controlled server side, buying a new modem really doesn't uncap anything man. Quit asking about something that doesn't exist legally!

Your modem doesn't have a cap on it, your service does, and there's no way to legally change that.
