if you don't want to use the warez method hinted at above you could use the G-Parted LiveCD which is actually free and should work like a charm

GParted is the way to go.
Either use the Live CD/USB or if you have a Ubuntu Live CD laying around, install and use it from there.

Only in Vista. XP does not have the advanced partitioning software that's integrated in Vista.

There are no advance setting in XP that will allow additional functionalities to modify your hard drive.
XP and Vista both have a build in disk manager and they both can create and delete additional volumes on a harddrive. Only Vista has the feature which allows you to shrink a existing volume and create an additional partition.
Symantec Partition Magic is pretty good, but only for XP. If you use it for Vista it will screw up the partition table and make your Vista useless.
Another is a Disk manage made by Achronis and this works with Vista.
