Obviously power supply problem. Double check all the wires are connected.

looks like a problem with your power source
>.> I dont think this is the problem because it would be very stupid and you could ruin your whole pc but... you checked the Voltage needed for your power source .. I mean for example Peru works with 220V, USA works with 110V or so and some USA products can get burnt if you connect them with 220V, usually you have a switch to check which voltage you are going to use.
if its on 110V and you connected it with 220V expect to buy a new power source if lucky, if you had bad luck maybe have to buy a whole new computer. >.>

Check all wiring, I had a similar problem once I finished putting my computer together.

I happened to have some USB cables connected upside down.

how did you even manage this?

@ OP: short the psu with a paperclip to see if you can get anything working. (ie some fans spinning)

there's a million guides to this.

Have you placed all your 'tiny' power cables into those pins correctly? The Leds wont work if they are placed incorrectly..

Oh and make sure you put your power pack to the highest voltage, putting it lower than expected may wear out of your components life.

My case has extra USB ports in the top of it, and although the mobo manual said which parts were positive and negative for everything else, it didn't say for the extra USB's.

So I assumed I had connected the start button wrong and spent ages making sure it was perfect...

The external power switch, reset switch, and LED (on the case it self) needs to be PRECISELY plugged into the mobo on the right pins or else it wont turn on.

Every motherboard is different. (usually/some of the time)

Are you 100 percent sure you connected all the external switches and LEDs to the right spot?

Yeah its like what I said before, but I couldn't put the wording right..
Also refer to your motherboard's manufacturing site to know where to plug in those cables.
