so i talked to her today and i guess i sounded nervous cause she said "so isnt this the part where you try to hit on me??" and we both laughed our asses off (laughs=insta friend) lol ill talk to her again tomorrow and ill let ya know how it goes.

| Become better friends with her. Then when you are SURE she likes you more just ask her to dinner or something. Nothing to fancy at first or she will feel uncomfortable. But make it something that isn't like a potluck or big family gathering. Say.... go eat out or something together. She would like that. (If she is like my old girlfriend...)

But it sounds like she is a prep. So..laughing would be the best way..somewhat. But you say she is popular. So you have no chance if you barely stick out to her.
If you ever do get in a relationship with her, prepare to get jealous. All of those guy friends are going to flirt with her more. A lot more. Trust me. My girlfriend is pretty hot, and she has a shitload of guy friends. Flirting with her every day. But I'm safe because I'm not ugly.
