Should I spend $300 on a Japanese PSTwo,Japanese Memory card 8gb,and Another Century's Episode 2 special Vocal edition?

Never, Japanese products are always overpriced in their countries, but comes cheaper in the United States. (No clue why, but I'm guessing to do with Suply and Demand)

Also, you won't even understand the language, so don't even try.

Just because the price is higher doesn't mean it's of a better quality.

Japanese TV's use NTSC just like American TV's, so any American consoles should work just fine. Just throwing that out there.
