Thats called rocketdock
Not sure if vista has one pre-installed though.

Because people can answer the question too.

Rocket Dock or Object Dock both are application launchers that look like that. There are a few other ones as well.

I've been using Rocket Dock and haven't noticed my laptop slowing down. If you're really worried about the application affecting your computer's performance, just turn off all the special effects of the application.

Objectdock doesn't slow me down a bit, it only uses about 9k mem, it can also do this:
