If my ass were on the line though, I would do evaluations on the teachers to find out what's not going right.

Reward the good kids- maybe a monthly prize, a weekly prize, etc etc.
Such as, if you get a 90% or higher on CRT/whatever test, you recieve a chance to win an iPod.

i say post up notices that if you get below a e.g. 75% on finals you will be suspended
BAM anyway with a C+ or higher will only be at your school thus making higher test scores

For a few years at my school they had some little program where they allowed some students to tutor other students. I think the students even got payed a little, can't remember. They could only tutor students in the same class or lower, which makes perfect sense.
For the dumb and hopeless students they give them "Special Education" classes. The classes are so easy it's truly impossible to get a failing grade other than by not actually doing the work.
For the worthless brain-dead sports jocks, they could always take the
easiest math class (basically just multiplying/dividing single digit numbers) or take shop class. In shop class, they don't do much. The year I was in the class I learned to stick weld horribly, because I'm naturally horrible when I'm supposed to see through pitch black goggles. I did fairly good at normal gas welding and braising or whatever it was called. We had a test over memorizing a bunch of different tools. Memorized the entire FFA Anthem or whatever those long 5 paragraphs were. Did a bunch of annoying parliamentary procedure stuff. Also went on a field trip out in the middle of nowhere to collect a bunch of random plants for studying about weeds and whatever. But the class only got dumbed down and more boring every year after that until they didn't really do much of anything.
One thing that can help greatly: Remove as much boring and long-as-hell reading and maybe have less note taking. I never liked reading. I always remember English class. You read some Shakespeare, take a reading check the next day. The problem was that I read the whole stupid chapter or scene or whatever, but didn't remember a thing. I almost always failed the reading checks. I stopped reading, guessed at the reading checks, and got better grades than I did by reading. That was backwards and stupid.
We also had a few teachers that probably had no idea of what they were doing, so they would type a lot of notes, and use a projector and have you copy page after page every day for a grade. Too much of a the same exact things that suck to begin with are bad.
Every once in a while we had something slightly interesting to do. I remember something in Law class where we studied some military case about some MacDonald guy who was accused of killing his family or something, but a lot of the evidence pointed to somebody else doing it, and the people that did it even confessed. Can't remember what it was all about, but it was more interesting researching it on the internet than it was reading chapter after chapter of boring crap and taking notes all class period.
For Economics, we played the board game Monopoly for a week to demonstrate how much you will get your butt kicked if somebody is monopolizing all of the resources very fast, and you are left with nothing and stuck paying rent to no end. We also did a continuous side project, something with studying and buying stocks. We didn't really buy them, we just did a thing where we picked $1000 worth of a bunch of different stocks and then studied how they change week after week and kept selling and buying different stocks. It was a lot more interesting than boring reading.
I also remember we did some unusual stuff in biology class. We ended up making some kind of blue jelly stuff and putting it in some electrical thing. We were learning something about how people can identify DNA. Different sized clumps of DNA traveled through the jelly at different speeds through electrolysis.
For physics we made toothpick bridges that we were supposed to research things about designs that make them strong so they don't break easily. Our searches must have been stupid, because our results were the opposite. The sites said triangles were better at not breaking from too much weight or something. The 2 bridges with mostly triangle shapes broke the easiest, the 3 bridges with mostly square shapes in them lasted under a lot more weight.
It's nice to get away from books, they are very boring. It's also nice to maybe have an example of how things are used in real life, or show people how they are useful. Most people would pick on math. I remember our teacher showing us something with derivatives to maximize efficiency with things involving volume, like how Coca Cola could use the least amount of aluminum to make a can and at the same time be able to put the most amount of pop in a can. Something tiny like that is interesting. It also helped us learn how to do derivatives faster and better.
I just never really liked school, not that anyone does. I don't know what you have for "study hall", but that sure sucked for me. It was our class period where we did nothing, it was there for you to study. Most teachers made you sit there and be absolutely silent the whole time. If you made a peep, it was 30 minutes of detention after school. Pissed me off so much I truly felt like killing someone. But there were a few who didn't care what you did. It was nice to just grab a laptop computer and do whatever for the class period, or maybe chat with everyone and mess around a little or go steal the monopoly board game from my economics teacher for the class period. Sitting there for 50 minutes absolutely silent every day can make somebody have a nervous breakdown, not all of us are that patient and don't like being robbed of our time on Earth, especially while you are playing games on a laptop all class period and enjoying it while going homicidal on us for making a peep as if we've committed the most horrible crime on Earth.

I would try to get funds from the government. Also start afterschool
programs and get better teachers.
