There is a person who i ip banned because of a strict violation of a rule on my forum/website. But he keeps using proxy and accessing the website and his account. He's very annoying and he starts insulting my website and flamming everything and i can't do shit about it. He's ip seemed to change so i banned his ip a several times but it doesn't work (i think). Is there anyway of preventing a proxy? I want serious answers plz!! I seriously want to ban him!

You could start by banning his account.. not IP..

And I don't think you can 'prevent' the use of a proxy.
Shouldn't this be in the computer talk section?

You could try getting a list of the most commonly used proxies and ban those.
